Let's begin with a discussion of the vocabulary and processes that encompass project management. The project scope involves subdividing the major project deliverables into smaller, more manageable components. Often this includes the work breakdown structure (WBS). The project scope is a deliverable-oriented grouping of project elements that define the total scope of the project. The WBS is almost like a giant task list of what needs to get done to successfully complete the project. It is often used to help confirm a common understanding of what the project scope is. It has the ability to transform one large, unique, and sometimes mystifying job into many small, more manageable tasks.

The particular data structures in any SPM tool should derive from project resources and project organization. With the passage of time, the knowledge possessed by the employees in any firm changes. This knowledge, which includes productive and organizational skills related to the firm's particular experience, is a productive resource specific, in some degree, to the firm. Thus, with time and experience, the firm accumulates productive capabilities that provide it with an important source of excess capacity. For example, in the earlier stages of the production and introduction of a new product, employees are in the process of trial and error learning about the product. As they accumulate expertise, much of which is of an informal, noncommunicable nature, they will find that they need less effort to achieve the results. The accumulated skills will present the firm with a form of increasing returns and indivisibilities that cry out to be used and provide an irresistible internal impetus to expansion. Public aviation facilities are financed by a variety of public and private sources. At the federal level, the AATF is funded by an excise tax on tickets for domestic flights, a per-passen-ger fee on domestic flight segments, an excise tax on domestic cargo, taxes on international departures and arrivals, and taxes on aviation gas and jet fuel. Expenditures from the AATF support grants-in-aid for public-use airports and partially support Federal Aviation Administration (FAA) operations. In spite of various established project management models and quality management systems, such as ISO-9001, Capability Maturity Model, or Constructive Cost Model (COCOMO), SPM simulation has not received sufficient attention in academia. Also software projects in businesses often suffer from inadequate management. The complexity of software projects with various stochastic features involved implies that an object-oriented computer simulation is a very appropriate approach. In addition, because of the autonomous human factor in program coding and complexity in motivation of software developers, agent-based simulations are expected to contribute to this field in the future.
